The Bishoujo Senshi Sailor Moon Original Picture Collections are artbooks compiling the color illustrations drawn by Takeuchi Naoko during each year of the manga. The artbooks are called gengashuu in Japanese, which means "original picture/illustration/art collection" [Japanese-English Dictionary] The artbooks are all out of print, but you may be able to find copies second-hand.
The following is the complete set of scans from each artbook. Scans are free for the taking. Use them as web graphics, on journals, etc. If you are using these scans on a web site, you must download the images to your computer and then upload them to your own web space. The liner notes from the back of the artbooks are included with the images (translations used with permission). You can choose to view each page with liner notes shown or hidden by clicking on the drop-down box within.

The Bishoujo Senshi Sailor Moon Original Picture Collection Volume Infinity is a hardcover "tribute" artbook self-published by Takeuchi Naoko as a doujinshi on June 30, 1997 and distributed in small numbers at Japan's Comiket 1997 (Summer). Scans of this volume were first made available on mahoushoujo.net and were online from 1998-2004, at which point that website went offline. These are the scans and translations of the text/notes as they appeared on mahoushoujo.net . The scans jump from page 63 to page 84; the pages between contain the liner notes. The Infinity artbook occasionally appears on Ebay and usually goes for a few hundred dollars (at least!). It's not easy to obtain!
The Bishoujo Senshi Sailor Moon Settei Shiryoushuu ("Materials Collection") was published thru Kodansha two years after the series ended. The book contains rough sketches and character designs, some of which never made it into the final product. There are also new full color illustrations that introduce each story arc; never-before-published color illustrations used for Sailor Moon products; black & white sketches that were the basis of anime illustrations; and a short B/W parody manga called "Parallel Sailor Moon ". The 104 color illustrations were scanned by myself; the "Parallel Sailormoon" bonus manga pages were donated by sailorvenus.has.it.
